#I only see the wheel's back frame

The editor changes the texture of an existing spinning wheel. The back frame alone is not enough. Make sure your casino script or map places the spinning wheel, vw_prop_vw_luckywheel_02a, then add a zone around it.

#The wheel does not spawn, or there is no wheel to place

Casino Wheel Editor does not include or spawn a wheel. Install a casino script or casino map that puts the lucky wheel in your city, or check the one you have if its wheel is missing. Once the wheel is there, add a zone around it, see Zones.

#My design does not show on the wheel

The design only shows while you are inside a zone near the wheel. Open Wheel Zones and check that a zone covers your wheel; Toggle debug spheres shows them in the world. Then check that the preset you want is the active one: click Load on it.

#I want a different design on each wheel

The editor has one active design. Every zone shows that same design. You can place zones around several wheels, but they cannot use different presets.

#Spins, prizes or spin limits do not work

The editor only changes how the wheel looks. Spinning, prizes and limits come from your casino script.

#/wheel_editor does nothing or says "Access denied."

Your license2 is not in gg_casinowheel/config/server/admins.lua, or you added it while you were connected. Add it, restart gg_casinowheel and reconnect: the command is added when you join.
